The project originated in the areas of Gifhorn and Oldenburg in Lower Saxony, Germany. A group of eight individuals formed an underground network to produce digital propaganda packages. Unlike traditional pirate radio stations that broadcasted over shortwave or FM frequencies, Radio Wolfsschanze utilized the rapidly expanding World Wide Web.
