To install a PKG file (even an official one offline), your PS3 cannot be on standard "Official Firmware" (OFW). You need either:
Navigate to > Package Manager > Install Package Files > Standard . Select the Jet Set Radio.pkg file and install. jet set radio ps3 pkg
