This update is a for the unreleased “Horizon Track Day” car pack (speculated name). The binary contains stub data for 7 encrypted vehicle models and a new stunt arena location. Installing v1.642.644.0 without corresponding DLC metadata will still run fine, but you will not see the new content unless you apply the -with-DL... portion of the patch.
